First time drivers will be restricted to a speed class of no more than 100 MPH. Drivers who successfully complete the 100 MPH class are eligible to bypass the 105 MPH class and enter the 110 MPH class at the next event.

I am a rookie this year. We are driving in the 80 mph class. Does this mean that we will be limited to the 100 mph class next year, even if we upgrade the car with a roll bar and harnesses as required in the rule book?

Yes that is what it means.
The limit is two fold, If it is your first year you can only enter up to the 100. In order to move up beyond the 100 mph limit, you must successfully run and complete the 100mph class, no matter how many times you have ran the event in various speed classes below 100mph.
Once you have completed the 100mph class, you can move into either the 105 or 110 mph class.
